I've read the manual but for the life of me can't understand the purpose of a military starbase?  Can someone explain what a military starbase can do other than add support to a fleet that is in it's range?  I would have thought if an enemy vessel that I was at war with would enter into it's zone it would attack with the weapons it has at its disposal?  But I have never had a military starbase do anything?  Does it need to be attacked to defend?  And if so why would I bother attacking an opponents military starbase?  Also...  The manual states you need constructors to build the starbase but that doesn't seem to be necessary anymore?  I would appreciate any information on this as I'm sure it would add to my game experience...  Thanks in advance....

Military starbases are force multipliers. They buff allied ships, debuff enemy ones. 

They are useful for important colonies you want to defend. Or if there is a well defended enemy planet you want to capture.

They are not fortresses and will need ships to defend them.

Constructors were once used to upgrade starbases, this led to a lot of constructor spam. So starbases were changed to be upgraded with credits and resources.

Military starbases are something I pretty much never build.

One thing that I think would really improve their desirability would be to allow them to move/untether similar to shipyards.  At least at this base level of mobility they could be deployed in such a way that they could gradually follow the combat front.

I play on insane maps with 60 Godlike AI. If I could not build Military Starbases, I would not have a prayer. Something to know is their effects stack. So if you have three or four overlapping Military Starbases, you can massively improve a junk fleet. I actually believe they are overpowered and should cost two administrators to build. I have voiced this elsewhere.

I disagree with any requirement for 2 admins.  Even at 1 admin, military starbases are overpriced for anything BUT "Godlike".

I was very confused by the military enhancements at first but I think the behavior is as follows:

1) All Starbase types can be upgraded for defense. They only use their weapons defensively and do not offensively attack an intruder. They can defend themselves with no orbiting fleet if attacked, and a fully upgraded starbase is pretty beefy.

1) Military Starbases can be also be used as force multipliers as mentioned. There are a whole host of different buffs for you and debuffs for the enemy. This can be very powerful. I use them at key star systems to allow a smaller home fleet to defend while my attack fleet is off in enemy territory. Drawback is they take up a location you could be using for an economic starbase.

 

Here is an example of a highly enhanced military starbase. This base has an area of effect enhancing merc which broadens the coverage across the whole star system. 

BTW - Another trick is to create a Support Ship that does nothing but extend sensors and orbit it around the star base and you can get crazy long range sensor coverage for the base as well.
